After 2 months of not getting any enrollment scam robocalls I finally got one.
Here is how it went:

So the broker reveals that he is brokering on behalf of Multiplan.com.
The address for this company does not appear to be genuine and there is no state insurance license information anywhere to be found on their website. What's kind of funny is their logo looks like a patient falling over and dying.
The 8YY number on their website just has recordings telling you to go to call other 8YY numbers for patients and providers. I suspect that this website is just a facade that these guys have put up to shield themselves from victims who ask a lot of questions about the insurer that they're getting into bed with. The phone agents never want to tell you who is really going to be underwriting the policy.
When I pressed the phone agent about this he got very dodgy.
