Yes, I remember this Medicarians scumbag group! @MehNamesJeff - I believe this Jorge Sierra guy that you used to fight belongs to it. They are small shitty Medicare supplemental insurance sellers and resellers that appear to be using overseas ILLEGAL robocallers to harass the US elderly public into purchasing their bullshit products. Such illegal telemarketers are located chiefly in India, Pakistan and the Philippines. Hence, they are extremely difficult to prosecute. Their US “handlers” generally seem to claim “unawareness” of the illegal conduct and avoid prosecution this way.
In my experience, it appears that Peerless, IP Horizon and Telnyx are core providers of VOIP services to such robocallers. I have also seen Century Link/Lumen provide VOIP services to them. By the way, here is a new cease and desist notice issued to Century Link/Lumen for turning a blind eye to illegal behaviors:
