MicroSIP is good tool for calling and you can use voip.ms

You can use either BobRTC or TextNow. BobRTC only lets you call scam numbers in their database, and it also only allows you to make outbound calls. TextNow, on the other hand, allows you to both recieve inbound calls and make outbound calls. However, you’ll have to find the numbers yourselves, unlike BobRTC.

Google Voice works but you need a real phone number and a Google account to use it.
