What is this? The country code of my country isn’t even 7, they called at 10:20 am, is this scam?

Russian number, 100% a scam but you can simply block the number

Never return an overseas call.
Scammers favorite is to have these premium number lines which can cost up to $10/per minute. They are answered by bots which try to keep you holding on the line for as long as possible to increase the charges.
There is not a telco in the world who will excuse you of the charges they are forced to forward to the scammers via their telco.
