I know this is a problem we all face and there seems to be little we can do except waste the time of the quoters. These jokers seem to be based out of the Ft. Lauderdale area and they’ve been doing this for years. I"m not aware of a single prosecution by the FTC. They’ve undoubtedly violated the Do Not Call registry millions of times so I would think if they ever are caught and prosecuted, the owners could own tens of millions of dollars (which of course the government will never find). What is perplexing is that the people who provide the quotations don’t seem like regular scammers. They’re too well spoken, seem to have some knowledge but they have to know they’re selling a worthless product which makes them scum to me. They are masters at phone number changes but they can’t receive calls anyway so it’s impossible to be proactive and call them you can with the Indian scammers. They are very elusive certainly and engaged in criminal activity but we don’t seem to be able to fight back. Any ideas?
Well I just shut down one of those. I think you’re talking about the same kind of scam:
They have one call center robodialling and doing the FTC violation and pre-screening of the leads and then you get transferred over to the people offering the quotation. In my case the callcenter with the robocalls was in Nicaragua and the other one is definitely American.
So what you can do is you can get transferred over and you can ask for a callback number and then you can also fight the quoters. I gave them a blast and they suddenly were open for talks. So I think targetting them makes sense also cuz they have much less employees. If you block a few of their phones you can disrupt their workflow much better than dialing in a huge call center which has few hundred people robodialling and pre-screening.

I have only been tracking and addressing this problem for over 3 years. Read my posts. The health insurance scammers hire lead generators to do their dirty work.
They are scammers who do break the law. Do not be mistaken that they are just brokers. Same with the auto warranty scammers.
#1. They robocall
#2. They lie about the open enrollment period.
#3. They lie about the plans they offer.
#4. They only offer one shitty plan, like Agentra. Who knows if it is even real insurance.
#5. The Obamacare marketplace is regulated by each state. You don't need a broker.
What are clear FTC violations and criminal business practices are essentially condoned by the Florida Attorney General. The scammer industry is so big in Florida a crackdown would result in massive unemployment. The feds have been cracking down on lead generators, including some a few weeks ago.
American scammers operate just within the bounds of the law. The government and the telecomm carriers are aware of the activity. So why do they allow it? They profit from it. Look at our Secretary of Education and the DeVos family. AmWay. The case history on that company will blow your mind.
