It's feasible: North Korea makes money with illegal activities (counterfeit US bills, meth, organized crime, etc.) because they are always in need of bolstering their economy... Wouldn't surprise me if Iran engages in similar behavior but usually these phone scams are so chicken-shit that you'd expect state actors have better avenues for revenue generation.
