I used Google Translate, and got this:
"...Please click 1 for the traffic query at the edge. [DHL Express - Excellence, Simply Delivered.] Hello bhl will finally inform you that there is an important meeting. Mr. Simple will return to the original place today. If you want to inquire, please press 1 and press 1"
The audio wasn't the best, so the translation was not the best, but I can only assume that they're talking about some package that supposedly will be shipped back to the original place, wherever that is.

It’s weird, as they weren’t calling from an official DHL number.
Plus, the voicemail is straight from my phone provider’s voicemail system, which makes everything sound murky.
They like to often spoof numbers. I’ve never come across a Chinese robocall scam that actually uses a real number.

This is a Chinese immigration scam using a mix of spoofed and real numbers. It was highly active back at the end of 2018 and early 2019 and has seemed to start back up again. A robocall leaves a prerecorded message in Chinese speaking of immigration documents being mailed and to call back. When the victim calls back they are told they have to pay fairly large sums to receive their documents; and obviously once paid, nothing ever shows up, and most of the victims are illegals so they wont go to the police about it.
