They sound all sorts of dodgy and are most certainly robocalling as evident by the response in the recordings
In my book that immediately puts them into the alarm bells ringing category and illegal by their very nature

“Senior living options” has hundreds, if not thousands of numbers across the toll free prefixes, operating 24/7 via offshore call centers. In some areas, especially in the 866 prefix they can occupy almost every number.
Yes, it is definitely a scam. “Senior Care” is an extremely popular “company name” used by Medicare scammers. I’ve been dealing with those for a decade. They go by “Senior Benefits”, “Senior Support”, “Senior Care”, “Medicare Benefits Advisors” and “Support First”, to name a few names utilized by this scum.
In terms of that 231 number, it is extremely unlikely to be UHC.
