I think it is succinctly expressed. I just don’t know if Florida Bar Association would help you. After all, him playing “dumb” is not any sort of illegal behavior which would make them act a certain way…
Your best bet is Insurance Fraud authorities and Consumer Protection, including private law firms.

Our contention is that your client, Sierra Insurance and it’s parent company New Health Holdings with CEO Anthony Feijoo, contracted a firm to pay for leads via robocalls to individuals in violation of FCC regulations. It is our contention that Sierra and by extension New Health are culpable for these FCC violations. We understand Mr. Feijoo is subject to a consent order from the State of NJ for writing insurance policies in a state in which he is unlicensed (NJ Order E22-28, April 2022), so violating regulations seems to be familiar to New Health. We understand Mr. Fiejoo and Mr. Sierra are licensed in multiple states and associated with a range of insurance providers (providers validated as they are listed on each state license) The connection between Mr. Fiejoo, New Health and Sierra insurance in plentiful including Sierra Insurance originally incorporated under Mr. Fiejoo’s home address (1 Ludlam Dr); and, Mr. Sierra appearing as a staff member for New Health on the company website.”
I’d drag Tony into this - he wants to be a star in the Medicare insurance scams, he speaks at their conventions and sends out Press Releases pretending to be a medicare expert.

This is a well-written email. I just don’t know if sending it to this attorney will make any difference. What is a good idea is to complain about the illegal robocalls to proper authorities with documented evidence attached, including your communication with the attorney. It sounds like Anthony Feijoo is allegedly involved in insurance violations and unethical conduct in the State of NJ. It is a very good idea to report such possible violations to them, as it appears to be an ongoing issue. Here is the link to report it (make sure to attach all of your conversations with Sierra and their legal counsel):

Also, it is a good idea to contact US Telecom ITG. They have contacts in the FTC and FCC and can help. Just state what you have been going through. Here is how you can reach them (I had very positive interactions with them where my evidence was then included in Cease and Desist letters originated by the FCC):

I also would not use “wasting my time”. Just end it with “being uncooperative and seemingly unwilling to address harassing robocall behaviors taking place to promote Sierra’s services”.
