Can’t find any apps that will allow me to call scammers from the UK. Can anyone help me out? Textnow, Textplus and google voice all don’t allow me to signup. Tried making accounts using a VPN and any help would be appreciated.

Why do you need a VPN to use 3rd party apps? That is just going to raise red flags about your account to the provider & is most likely against their TOS.
If you can’t use any apps, roll your own Asterisk server on a US based cloud (digitalcoean/aws), & register US numbers with your trunk provider.
