On March 26, 2026, the United States Federal Communications Commission (FCC) introduced a proposed set of rules seeking “to disincentivize call centers from facilitating robocall scams.” These proposals include
- A requirement for all call takers to be proficient in American Standard English and to be trained appropriately for resolving issues with U.S. customers
- Empowering consumers to transfer calls to a U.S.-based location
- Requiring calls involving certain types of sensitive information to be handled domestically
- Requiring providers to disclose the location of the call center during the customer interaction
- Requiring disclosure to consumers of the extent of a provider’s use of U.S. call centers
- Potentially requiring the use of bonds or fees to prevent illegal robocalls.
