Any idea? outgoing TextNow getting “call rejected”

Spotty service still, some of my TNs are able to make calls but some are not. It’s been like that all morning for me. 
They’ve done this to me before. Apparently you can’t make too many outbound calls in rapid succession, even if it’s to different numbers. You’ll have to pause and come back.
