My guess is some shady Telecoms are keeping TFN in a “reserved” status and not updating them to “working” so scammers can use the number without being indexed by other services that show who the service provider is for the number. Here is a method everyone can use to find out who the telecom is when information is unavailable:
Go to (Search Who Owns) to search for the owner (telecom) and if you get this:
Then you can use a site that will let you know if a TFN is available for purchase. Many don’t give you info on who reserved it, but I found (Find a Toll-Free Number | Somos) will tell you the telecom that it belongs to by showing they reserved it when it is not available for purchase.
