Found it on this website claiming to be Microsoft tech support:

A Google search of the number shows they pretend to be tech support for other companies, too. The guy kept making fun of the name I told him (William). He asked for my phone number, and while I have a designated scammer calling number, I couldn’t remember it and hung up before I could get anywhere.
