There’s been a decent amount of discussion of how these guys work here, despite being U.S.-based they are all very scammy if not just straight-up scams. Often they insulate themselves by having lead generators do all the actual lying, then transferring the call to the person who takes the cash, who works for another company entirely.
They definitely go out of their way to seem like government officials and just straight up ask for info people shouldn't be giving to just some random dummy on the phone, and all they do is fill out forms that any 14-year-old with Google could find and complete.
They also lie about what programs you may qualify for... student loan forgiveness applies to a very tiny sliver of people.
