you called them in the middle of the night.
It is not uncommen for scammers to disable their numbers during the times they are not active.
thats most likely why the number is notin service right now
please try to call them during US daytimes or find a target with 24/7 service
otherwise you could also search for a target that uses voicemail (lots of ssa scammers use this)
and spam their voicemail for a few hours untill its full
when its full they cannot get messages from victims
and the next day they wil have to delete all your messages 1 by 1
or delete all messages possibly also deleting some messages of potential victims aswell
(I understand this second option is way less efficient, but it's something XD )
