Last week I was also given the wire transfer details for a mule. Mine was in Hong Kong.
As in your bait, there was a long delay in calling to the 'Treasury Dept' to obtain the account for the transfer.
At first he wanted to send the details in a text message. I thought that was the end of the bait as I had no way to deal with that. I drug my feet and he agreed to give the details by voice.
