Couple of things.
1) They have a call director now, greeting says you have reached the Social Security Administration, please wait while we connect you to an investigation officer." Makes it sound like a legit number to the general public. That's not good.
2)They now do some screening, Officer James Cooper took about 25 minutes to reach the point of wanting to see a photo of my State ID or Driver's License. He wanted me to text it to 202-858-8522.
I sent him a link to my "photo id" which actually is a link to a YouTube video about Indian programming jobs. He bit, so I was able to capture his pertinent information:

Before I forget - Scammer James Cooper’s number is 202-858-8522. He retrieves text messages on an iPhone. We’ve been exchanging messages; he claims (as always) that he knew he was being played. He panicked when I mentioned it is rainy in Surat India.
He just got a text message with dead cows in a dump truck

On with 202-932-5069, they asked for driver license, but I played dumb. When asked what phone you have, I said, its my cell phone, brand: AT&T. On with them for past 3hrs, trying to get them some overtime 
This center is much more professional. It seems they have a hard close at 7pm EST. Almost on the minute

Seems these Indainscammers control many numbers in the set
(202) 932-NNN but they deplosy 10-12 numbers daily The numbers they deploy are seeming rndom to me.

Surat city is in Gujarat, India. The Gujarati scammers are typically well organized and they have a global network of resources (banking, gateway, infra structure, money mules)
Remember the biggest IRS scammer Shaggie Thacker Sagar had 7 scam centers (IRS) in Ahmedabad (Gujarat) and Thane (near Mumbai).
He had network of 42 persons of Gujarat origin in USA, UK, Australia, Kenya and India (Yes they have very strong connection in Kenya).

@drwat#152332 Do you know if mastermind Sagar is incarcerated in the US? I know a few of his accomplices here, the money lauderers, are in federal prison. Was he ever extradited to the US? That is what scammers fear most.
