It appears that IP Horizon will soon overtake Onvoy as a “Scam Central” of the world! I wonder if they are affiliated?
Horizon website just talks about how how to subpoena their records and not much else.

Yes, of course. They like to make it confusing on purpose. Your best bet is to complain to them at [email protected] as well as [email protected], [email protected], [email protected], [email protected].
Do not expect much in terms of positive results, though. IP Horizon is owned by HFA Holdings who seems to refuse to address the issue of scams and robocalls. Here are some of the numerous examples of them tolerating scams on their network:
