getting NIS messages on both numbers

They are active as of 2 mins ago, guy told me to give him my debit card number and then drive to Target and pay the first year of spectrum internet with Target gift cards. 2 $300 gift cards.

Both numbers are active. They seem to have either a carrier block for Onvoy or some kind of block for VoIP numbers. They’re returning fake NIS messages when I use an Onvoy CID but get through with other CIDs.
