TextNow hates VPNs.

I’m part of a community that runs free VPNs, and the amount of police contacting the company about bomb threats made over TextNow (with the VPN IP) is insane. I wouldn’t be surprised if they banned VPNs to stop kids calling in threats.

Ah, that’s fair, there is an understandable conflict between moderation, security, etc., and privacy.
