You can use TextNow to call scammers. It can be used on web browsers and mobile devices.
For multiple phone numbers you may want to consider VoIP services/SIP trunking like Twilio. It costs money though. If you get blocked you can always make another TextNow account with temporary email.

You can use TextNow even if you are not from the USA or Canada as it’s a web-based application. Simply apply for any area code’s phone number. As for the Twilio pricing, I’ve extracted the pricing from Twilio’s site and put it into a table:

I am not sure, though I think that it will transfer over to the new number. You only need to buy credits for non-US/Canada numbers, calls to US/Canada toll-free and local numbers are free.
