"There are scams all over the place, but few are as brazen and unregulated as the phenomenon of “scam PACs,” political-action committees that effectively defraud donors by claiming they’ll spend money on one thing and then using the money for another—typically, lining the pockets of the people who run the PACs."

Basically, it's a donation center that claims they will donate a lot of money to a politician, when in reality, they'll only spend a tiny bit of it on the politician and the rest on themselves and funding their call center.
I came across this thread while looking for a list of scam PACs and the toll-free numbers they were using, I’m pretty sure someone posted it in a more recent thread, but I can’t find it. Despite being a little over two years old, the post above contains some good information.
Other news articles I’ve found have said the Federal elections Commission is going to take a closer look at fake PACs. Because of their poor “financial efficiency ratio,” some of the PACs that members here have reported for their robocalls could possibly be shown to not be PACs any more than they are charities. (And they’re careful not to call themselves a charity, because that would trigger more scrutiny.) If they’re neither a PAC nor a charity, then besides losing any tac exemptions, they should also lose any exceptions they have for robocalls.
There is at least one lawsuit brewing under the TCPA against a fake PAC anyone on this forum who has recordings of calls by that PAC should be able to join in that class action suit, or file their own.

Okay, but in order to remind them that robocalls are possibly illegal and probably unwanted, they should fork over some cash. If the FCC/TEC/FTC/whoevr fines them, maybe that will remind them, too,

I know tens of thousands of active numbers daily which my dialers throw out while doing relevant searches for newly activated numbers
There are many more, but these are within my easy each right now
These below swing between active and voicemail several times daily usually
they all tend to be the nonsense bots during the day
