The voicemail is a pre-recorded robocall for when no one answers and there was never a previous call “last week.” There has never been any tax arrears. They don’t mention who they are specifically calling again as is prerecorded for EVERY call. There is no “new program” that permits any IRS bill to be magically “non-collectable” that expires after this month. When you call as I did of course “Jess” is unavailable. All this means they are not legit and scamming people.

Thank you for confirming my analysis of these scammers. I wish I could post the fake voicemail that they try very hard to sound spontaneous.
