I spoke with some lady there who said it was the State of Illinois COVID-19 testing hotline. Certainly did not have an Indian accent, and did give their name (although I forgot to write it down). She did not seem to want to engage in anything other than the testing results, and when I said I was not in the state, she said I must have the wrong number. Seemed quite innocent to me.
Upon further digging, I came up with the following web page from the State of Illinois, Cook County, that has that phone number listed as where to call for test results:

I think we can scratch that number off the scam list for the time being <grin>
I had a bit of a problem understanding the accent. If I understand correctly, they only seem to want to give out results for Coronavirus tests. I called May 10, 2020 around 8:15 p.m. EST.

Yes - it is the phone number for people to get their __test results__ and nothing else as far as I can tell.
Same …called … Questioned them … ask what you get out of this … They said nothin … Just give results of test … I was like ok … bye
