Ok so what we do is this

Enter the number in the carrier lookup
Use the number lookup to find out who the carrier is
Once we find out who the carrier is we go to here ->

Find the carrier and then email them
I use a format like this
Subject: Illegal Activities by one of your users
In the email itself I would put something like this
Hello i would like to report that one of the numbers that is being hosted by you is being used for illegal activities and is being used to scam innocent people out of their hard earned money by scammers in India.
One of their numbers is scammernumber(What kind of scam it is)
Please blacklist the customer of record getting any further service from you
PLEASE NOTE: Numerous reputable news agencies have reported that many scammers are connected with terrorist organisations. AARP has reported that $16 BILLION has been scammed from America in 2018. These funds, in parts are used to hurt our neighbours around the world
