When they get shut down weather it be a bank account or payroll system, They turn all the computers off and claim its ransomware, a cyber attack, which is covered shutdown and hold cyber insurance. Of course, it does turn out that it was illegally shutdown by a government as valid that their operations should not be blocked in anyway and that it was against the real law to shut it down. They show proof of a windows popup, or a fake ransomware screenshot, or maybe in some cases a real one. It could be possible that the ransomware is apart of the government and does disable the businesses operations. That it being North Korea is nothing more than a great excuse to say it was not your government who shut you down and had no valid reason to, so there is a valid reason to call it a cyber attack by threat actors who shut down the business for a few weeks. The cyber attack is illegal method, as it does not follow proper procedures of filing for information requests, and instead hacks the business or blocked the bank and shits it down which in turn typically show false allegations and you become a victim of a cyber attack and file for insurance. So the police play along because they know they did it illegally without a warrant, and could be found liable and that it would also be against the law and democratic process.
