I’ve been looking into generating fake social security numbers, for when I find an SSA scam. I’ve been using this website: https://www.ssn-verify.com/generate
However, it only generates the first 5 digits of a number, with the last 4 being xxxx. This is fine, however I don’t want to fill in the last 4 and inadvertently give out a real number for somebody. The website has a verify button, but that seems to take me back around to the beginning where I choose a state, year, etc to generate a new SSN. Is there a reliable way to ensure I don’t accidentally provide an innocent human’s number?

No, there is not. I just make up the last four. If your name does not match the number it is no good to them anyway and they really have no way to check. They are using the same website to verify numbers that you are. Be sure and match your fake date of birth to the SSN you are using because they usually check that one too.
