My articles only say that a Phone number was in some Popup, nothing else.
Next, an independent verification only checks there're no typos. At this verification stage No VM needed, No Caller ID Spoof needed.
Next, using only a Caller ID spoof app, and still possibly no VM (using e.g., a confirmed IRS Scammer Number as the CID) calls are initiated to those Popups
If scammers answer, mp3 audio of these are played till the scammer (not the caller) hangs up

The Active Numbers are shared with Baiters on Social Media, email distribution lists, etc. for posting during live-streams, where Phone Numbers are accepted.
For VM bait, Popups themselves, whether Active or Expired, are not needed.
Easier for VM baiters to create ones own Popup, Links are in the Description of http://youtu.be/INGU-yUH0JU
Some Popups may be time-frame / time-zone sensitive
Selecting area codes, VPN / Elipte Proxy may be needed accordingly.
