I sometimes get user busy and sometimes they pick up

I just call and don’t say anything and they just go “hAlLO?, I am gOinG to hAnG uP dE cALl iF yOu dOnT sPeAK”
“Sam” insisted he’s not a scammer and isn’t in India. Eventually he started cursing. lol

Does it come up as user busy, that’s what happens to me.
