I wrote an email to him about all their scams last week. I would be inclined to use something along these lines, if I were you:
Dear Chairman Carr,
There is a serious concern that I need to share with you. I am writing to bring to your attention serious issues related to RingCentral’s role in facilitating illegal robocalls through its platform. Despite numerous efforts to address this issue through the company’s designated channels for fraud reporting, RingCentral’s response time and track record have been disappointingly poor.
Over the course of our team’s experience with RingCentral, we have used three different email addresses specifically for reporting fraud on their network, but unfortunately, the company has consistently chosen to ignore complaints. Unlike other more reputable VOIP providers, who take immediate action to curb fraud on the same day, RingCentral’s lack of response has allowed countless scams to proliferate on their network.

Given the importance of curbing illegal robocalls and protecting consumers, I respectfully urge you to investigate this matter and encourage RingCentral to take more decisive action. We believe that a proactive response from the FCC could help address this issue more effectively and ensure that all telecom providers, including RingCentral, are held accountable for the services they provide.
