Scammer was talking to a victim in background, could be the same one? He hung up on me. 
I was looking at this, and honestly what’s most interesting to me is the fact they have Cisco AnyConnect download links on their website. That software is pretty easy to find online, but I highly doubt they are using it in their scam operations (that software is incredibly expensive to license and use and requires the respective firewall appliance).
My theory is that, I wonder if these links are here so they can potentially come up in google search results. Oftentimes (and as someone working in enterprise IT I have personally seen this) where people will google the download link because Cisco does not post the link to the download publicly, so these results can sometimes pop up. This theory also could apply to the sites you listed too, the Cisco one is just what caught my attention first. Just a theory though.
