@Jhawk It is yet another small shitty VOIP carrier that seems to turn a blind eye to illegal robocalls by its lovely foreign clientele. In fact, they seem so bad that AT&T BLOCKED all of their incoming calls from its network ( VoIP carrier argues AT&T’s motion to dismiss lawsuit is just an attempt to delay inevitable consequences | TechRadar). This little entity is called HD Carrier and their contact information appears to be: [email protected] and [email protected].

I would recommend sending them a legal demand to disconnect the aforementioned criminals. Feel free to use a template along these lines:

Subject: Urgent Legal Demand Regarding Unauthorized Use of Network for Impersonation

To Whom It May Concern,

I am writing to formally notify HD Carrier LLC of a serious issue involving the misuse of your telecommunications network. It has come to our attention that clients associated with the telephone number (813) 799-8462 are utilizing your network to engage in fraudulent activities, specifically impersonating PayPal.

This activity constitutes a clear violation of multiple laws, including but not limited to:

  1. Fraud and Identity Theft: Under state and federal laws, including the Identity Theft and Assumption Deterrence Act (18 U.S.C. § 1028), impersonating another entity for fraudulent purposes is a criminal offense.   4. False Advertising and Unfair Business Practices: Under the Lanham Act (15 U.S.C. § 1125), using a misleading or deceptive identification to represent a business is unlawful. This includes the unauthorized use of PayPal’s name or branding to commit fraud.

As the network provider for the phone number in question, HD Carrier LLC has a responsibility to ensure that your services are not being utilized for illegal activities. We demand that you immediately:

  1. Investigate and cease the fraudulent activities being conducted through the phone number (813) 799-8462.
  2. Provide written confirmation of the steps taken to address this issue within 10 business days from the date of this letter.
  3. Cooperate with law enforcement and relevant authorities as necessary to resolve this matter.

Failure to address this issue promptly may result in further legal action, including but not limited to, reporting this matter to the appropriate regulatory and law enforcement agencies.

Always a pleasure. Despite what some softspoken mild-mannered “kitten-like” pro-VOIP people tend to claim here, North American robocall epidemic virus IS and ALWAYS will be the fault of nasty rapacious carriers profiting from these damn scammers harassing normal people like you and I.

Well, it doesn’t help that our government is lazy and stupid, too… :rage: :face_with_symbols_over_mouth:
