The carrier is CenturyLink/Lumen. In my experience, Lumen stubbornly refuses to address the issue of illegal activities on their network.
They were recently issued cease and desist notices by the authorities for enabling illegal scamming robocallers: Cease and Desist Letter to CenturyLink Communications, LLC | Federal Trade Commission (ftc.gov)
I found that the only way to get Lumen’s attention is by emailing their executive team here:

Sinch/Onvoy number - a known safe haven for all sorts of nasty robocall BS.
