The City is full of people doing this, liberal politics protects them in Chicago. The Federal gov struggles to stop this because there is little to no cooperation with any Fed law enforcement in Northern Illinois. Sanctuary states and cities will protect this type of activity and release criminals (Illinois SAFE-T ACT).
