I called a few times. The phone hangs up immediately, before I ever get a human. I wonder if they blocked my number from past experiences? 
When I call now from my TextNow phone AND from my “Unknown Number” VOIP, it goes to hold music BUT eventually it sends me to a voicemail machine.
No, just now I tried again from my TextNow phone number and a guy answered as Norton.
Maybe you are right, @josephnormandgrinnel. I think sometimes when I try a number from my TextNow number for the FIRST time that my TextNow number had been blocked in the past by the same scam center from my past calls from my TextNow number; and I wonder if even though I’d not called the current scam center’s phone number from my TextNow they block my TextNow number because the know in the past I’d been calling their past numbers.
