The carrier is Lumen/Century Link and it’s via Skype. I’ve reported this issue to them. Knowing this VOIP carrier, I doubt anything will get done about the fraudsters. Did not have much success with Century Link responding to me.

Fret not! They are also answering as “PayPal” at 888-226-1065. Call them at that number!
