Have you tried spinning up a Free Tier Windows EC2 instance on AWS - on American servers, then install said free software?
textnow only allows you to register an account on a mobile device, same for textfree
google voice needs an american number, because it will ask for mobile verification no matter what
Is it a text verification? If so, you can use a free SMS verification number.
those numbers are banned everywhere you can imagine
