In my latest telemarketing call, I was able to call back the number and connect to the same call center, yet FracTEL continues to tell folks the caller IDs are being spoofed and the numbers are not even active.

Thanks for sharing! I think your best bet might be to compile a legal demand and send it to them; I’ve shared some emails. If that does not work, which I have a strong suspicion that it will not, then try to find some industry insiders. Dealing with one nasty and unreasonable carrier in the past, I was able to find a pleasant and professional industry regulator who is responsible for investigating carriers’ issues and non-compliant behaviors. I will share their contact information with you via IM. I obviously have zero control over this person’s responsiveness to you or what they will or will not do… However, they were able to help me, so it is worth trying.
Same here, my friend. I’ve been consistently reporting issues to ONVOY, for example, and was first mocked, ridiculed and blocked from contacting persons directly responsible for investigating scams and spamming on their network. I was then threatened with a lawsuit by their legal team! SURREAL! It’d be the same as if the police department were to tell you that you would not be allowed to report crimes or file police reports because, say, Deputy Police Chief does not personally like you. ONVOY = GARBAGE
That’s exactly who threatened me with legal action too.
They used to be the absolute worst at being accountable and they were a know safe haven for scammers.
I hope things have changed. It’s sad that we selflessly volunteer our time, as a well-trained militia and try to save victims of scams only to be threatened for doing what’s right.
Sadly, some of these providers make a boat load of money from scammers and they don’t want to upset their cash cows.

Oh, Onvoy is still very much terrible. And so is Peerless and Telnyx. This is why we need better Leaders in the US. The ineptitude of established political “elites” is appalling and incredible. ALL that could be put to a swift end with the following changes:
Holding the 3 core scamming nations accountable. Yes, I am referring to the safe havens of illegal robocalls: India, Pakistan and the Philippines. There are various ways to hold them accountable.
Applying governmental legal pressure on VOIP carriers responsible for most egregious violations. The authorities can make it a crime, NOT a fine to turn a blind eye to illegal calls. Then, executives of said enterprises could be arrested and imprisoned by regular law enforcement officers.
Changing the industry’s legal framework and completely eliminating “common carrier provisions” in the national laws. Currently, you can’t sue VOIP or any other carriers in the court of law, even if you have all the proof that they’re criminally negligent and ignore your complaints about their clients engaging in illicit behaviors. Their “common carrier” defense tends to work, unfortunately. There are currently a few cases challenging that in Federal courts, but I am uncertain of the outcome. These are costly and long-drawn cases.
Severely restricting access to US telecom network for foreign nationals and implementing stern and detailed KYC mandates for all network users. I said it before to some liberal individuals’ displeasure and anger here (such posts were flagged and taken down by one MOD, who I am NOT a fan of, to put it mildly), and I will say it again. There is absolutely NO reason for Indian, Pakistani, Chinese, Filipino or any other foreign nationals to call an average US person. Most of us have no friends, family or business connections over there. And the ones who do have many ways to connect to legitimate persons there (Skype, WhatsApp, Viber etc). We don’t want their calls and texts with their never-ending nonsense. Our people MUST come first!

By the way, based on my research, it appears that Sansom/Merkavoix might possibly be affiliated with or used by Hawke Media, which is a US-based entity. I am definitely not an industry expert or a legal professional, but there are some red flags there. Hawke is not located in Pakistan, unlike Sansom, and could be held liable. Vicarious liability implies that a principal party, which might be Hawke, is responsible for the actionable conduct of their agent (Merkavlox, Sansom).

I had the Utah AG investigate a group of numbers that were tied to the ClearLink business located there. The investigator said her findings showed the calls were being made by Hawks Media out of 65 E. State St., Suite 1350 Columbus, OH 43215. thehawksmedia.com. That is a fake front just like their partner samsonconsulting.com and merkavoix.com being the same people.
Their Ohio address was actually the main office of the Ohio Small Business Administration. I was in contact with the deputy director there who got on their ass to stop using a federal agency’s address as their own. Thehehawksmedia.com then changed their address to 36 South, 18th Avenue, Suite D, Brighton, CO 80601 - which is actually the address of a questionable business called https://wolzcorporate.com/ - who advertises their services to include registering foreign and fictitious business names.
Just like with the Sansomconsulting/Merkavoix scenario, thehawksmedia.com is using a fake US presence with a virtual office, which is basically like a mail forwarding service. Their real operation is not that far from Sansom, in the area of Rawalpindi. They even host their real location website on the same server’s IP address, just like Sansom did!
The real location is shown on their other site of Hawksnetworks.com, with an address of Office No. F-833/22, Rani Arcade 3, SATELLITE TOWN F, Rawalpindi, Pakistan, which is an apartment building. Phone +92 312 5119337. Address also known as Rani Arcade 3, Holy Family Rd, Block F Block E Satellite Town, Rawalpindi, Punjab 46000, Pakistan.
The true Hawks Media location is just 17 miles away from the Samson/Merkovix operation.

After receiving responses where Fractel still denied doing any business with any of the businesses involved in illegal telemarketing, I pointed out the investigations against one of their clients, as listed on American Amicable, a TCPA-violating insurance provider SUED by the SEC . This was his reply:
Also, once again, we do not do business with any of the companies you reference, nor do we provide service to any offshore entities.
In addition, we require Know Your Customer documentation from all clients documenting their TCPA compliance and robocall mitigation plan as well as STIR/SHAKEN certificate identity. We have had zero traceback requests from the Industry Traceback Group and we have a sterling record of compliance and cooperation with regulators and law enforcement.
These calls are not being made with our network. Unfortunately, it is a simple matter for someone to set their caller ID to one of our numbers, and members of the public who do not understand how the phone network operates blame us. Your efforts are misguided and are not helping with this problem.

We were shooting emails back and forth until after midnight.
Hmm, yes, they seem to be a lost cause… Just like Onvoy. I suppose if you can call back the numbers, record them impersonating Medicare or engaging in other illegal activities, you can then send an email to Michael with a rather straightforward response. While the calls might have been made from spoofed telephone numbers and came from a totally different carrier, it still does not resolve the core matter at hand: Impersonation of Medicare (or any other illegal activity that you identify) is illegal and should not be tolerated. I’ve shared some industry contact with you. Let me share one person via private chat.
I mean if the numbers ultimately belong to their customer, then they logically wouldn’t be able to deny wrongdoing, such as impersonating a government agency etc.
One more idea that I would like to share with you. Try to play along with Sansom/Merkavoix disgusting degenerates. Stay on the phone and play dumb. They would then likely transfer you to their American handlers. If you are patient enough and act naive and polite, then the US handlers might disclose the names of their companies. Then, you have the lawsuit! Vicarious liability all the way!
This is what I did with a number of telemarketing firms located in Florida, Texas and few other states. I’ve noticed that once several lawsuits were filed, the number of robocalls harassing me daily was drastically reduced.
