This is definitely a new popup, which initially impersonates Facebook and presents a fake “incoming call” from an unknown female contact.
Once you click on the webpage, you will be greeted with a fake virus popup that falsely claims you clicked on a virus-infected article from Facebook

“this side Kevin” was unable to have me run QuickAssist on my virtual machine, instead claiming to call me back on my Google Voice line even though I never received such a call.
