This number has been active for a few months now
It has always been a very large call center which started out doing the standard Comcast X-finity support, robocalling out their number and spamming every community forum and blog which has become standard fare nowadays for most of these clots.

They changed script to Microsoft tech support the beginning of last week, now if anything this call centre has become bigger and noisier

These two calls were from a few minutes ago
The second one is about the loudest background audio (unfettered racket) I’ve ever heard in several million calls

I can confirm that they are answering as Microsoft Support - Shaun answered.
