Just now I called but it said the call cannot be completed and the reason is user busy.
It might be too early for 'em to have started today.

True. I got the same message today. I think they may also be temporarily disconnecting or parking their TNs when facing calls from scambaiters. It is a common tactic among fraudsters trying to evade the public.
