It looks like a typical tech support scammer popup, but this one is more zoomed in.
I called them, and they are really bad at pronouncing numbers. They were using GoToAssist, and I had to try 3 times to get the code as he was pronouncing numbers really badly (many times, I couldn't figure out if he was saying 2 or 3, or saying 5 or 9). And then he got angry enough to say the usual "Throw your computer out the window and don't call us again" and then blocked my number.
