The scammer did have Mumbai accent. He quietly changed my Windows login pwd. Later he calls back and wants to know if I am able to login --of course yes 
I “offered” him $100 for his “services”

He tried to lock your computer to demand ransom and that you’ll pay up then. Most scammers do this to force the victims. I bet he lost the plot when you were able to ‘login’ again.
