These can be scams or, more often than not, just robocalls by a marketing company hired to solicit and refer leads to legit, real insurance companies who don’t illegally robocall themselves. They are often call centers in the Philippines. You have to bait them to determine what it is. Does the initial caller ask 3-4 questions then transfer you to a real insurance company who will tell you exactly who they are? If so, I would not consider this a scam.
