He sure is. I’ve dealt with him a few times before and after wasting lots of his time, I eventually reveal who I am and he rages. He has vowed to have his “people” find me and “put a bullet in my head” 
On a serious note, I can’t even imagine how much he threatens, scares and abuses elderly victims.
