I wish there was a way that someone in the Indian government could read what I write next: For the scammers that you catch you should dress them in traditional historical costumes/clothing and make them clean litter from the streets in public view as part of a community service that is supervised, so that cannot pay someone to do it for them. This will actually have a positive effect on tourism and for the local population.
