John Caldwell Spiller II BANNED FROM TELECOMMUNICATIONS INDUSTRY

On May 27, 2025, the Attorneys General from the states of Arkansas, Indiana, Michigan, Missouri, North Carolina, North Dakota, Ohio and Texas won a federal court ruling in the Southern District of Texas to permanently bar the Houston-based John Caldwell Spiller II from operating in the telecommunications industry and fine him over $600,000 for owning and operating several voice service providers that facilitated tens of millions of illegal robocalls, including to individuals who were on the do-not-call registry.

The ruling comes after Spiller violated a 2023 court order permanently barring Spiller and Jakob Mears, his business partner for Rising Eagle Capital Group, LLC and JSquared Telecom, LLC, from making, facilitating or working with companies that make or facilitate robocalls after they bombarded people with scam calls regarding car warranties and health care services in violation of:

  • The Telemarketing Sales Rule (TSR)
  • The Telephone Consumer Protection Act (TCPA)
  • The Truth in Caller ID Act (since they were also caught spoofing)
