But in order to retrieve their “winnings,” they were asked to pay “taxes” with cash shipments to fictitious names at addresses belonging to:
Peter Walcott, a former legal immigrant who went under the identity of “Dennis Clayton.”
Malik Chambers, a legal resident whose visa expires on August 27.

I want to know how to make the law enforcement in my area care about these things. Even when I have extensive evidence they’re never interested in pursuing it.
Sadly, jurisdictional authority is a very real thing. Local police cannot and may not enforce federal law which, once a telephone line or computer is involved, becomes the sole jurisdiction of the feds.
It’s a flawed system. Just like town and city police may only enforce laws pertaining to their town or city. Wider scope would be the County Police, who would have jurisdiction over the county, and and beyond that would be the state police. Crossing state lines goes to the feds.
Heck, local police do not even have jurisdiction on postal property even if it’s in their town or city!
It should scare the bumbaclots in the US, but won’t do a thing for those in Jamaica. Jamaican authorities have consistently blocked efforts from United States LEOs. They have a safe haven in Jamaica and they know it, unfortunately.

I totally agree with you. There is a lack of protection for US citizens when it comes to foreign-based scammers. Our government is too imbecilic and weak to enforce the “America first” concept as it comes to such things. The naive employees of the Department of State are always easily intimidated by “China, Russia or whoever else” domineering foreign nations if the US were to act tougher on their criminals. Little do they know or want to know: 36% of Jamaican economy, for example, depends on the US tourism. If we truly wanted to hold the Jamaican government accountable, we could do so at the snap of fingers. Furthermore, most of their food, medications, oil and other resources tend to come from the US. If we had the political will to enforce the accountability, it could be done easily. I seriously doubt that all those things would easily be substituted magically by resources and tourism from Russia and China. In fact, it is extremely amusing to even think that, given that both of our archrivals are broke as hell and have highly impoverished populations I seriously doubt millions of their tourists will magically flock to Jamaica when they themselves live in squalor and poverty. Nor do they have extra resources or medications to spare for these Jamaican hoodlums.
There is only one issue… The goat variant only works for India, Pakistan and Bangladesh and in some countries of the Middle East. For Jamaica, we might have to substitute it for an alternative of sorts (see below)… Now as I think about it more, it might work in the Philippines too.
