Is it illegal to hack into scammer's PayPal Account

I think I found a way to hack into scammer’s PayPal, but I am not really sure if its legal or not. Can somebody tell me?

You could always call PayPal & ask them. But I would imagine that it is against their ToS.

Definitely illegal, since you’re gaining unauthorized access to someone’s account. Even though in my opinion, that’s a good thing to do since you could potentially refund victims.
